General information
According to the Statute, National Scientific Center «Hon. Prof. M. S. Bokarius Forensic Science Institute» of the Ministry of Justice of Ukraine is a state specialized scientific institution that belongs to the sphere of management of the Ministry of Justice of Ukraine, and in accordance with Ukrainian legislation, it carries out forensic, scientific, scientific and engineering, scientific and organizational, and educational activities in the field of forensic science, criminalistics, law, public administration and management.
The scientific activity of the National Scientific Center «Hon. Prof. M. S. Bokarius Forensic Science Institute» of the Ministry of Justice of Ukraine (hereinafter referred to as NSC «Hon. Prof. M. S. Bokarius FSI» in 2023 took place under martial law associated with full-scale aggression of the russian federation against Ukraine.
NSC «Hon. Prof. M. S. Bokarius FSI» is one of the oldest state forensic institutions in Ukraine. The Center has ancient traditions that harmoniously combine with modern tasks: performing forensic examinations and expert research at a high professional level, conducting scientific research in the field of forensic science and implementing the results into expert practice, training specialists in the field of forensic science, and enhancing the qualifications of expert and scientific personnel.
Significant intellectual potential, unique research opportunities, and a talented team of scientists allow us to focus on priority areas in forensic science and criminalistics. Through continuous development, active research work, high-quality expert activities, and fruitful international cooperation, the NSC «Hon. Prof. M. S. Bokarius FSI» is reaching new heights.
The activity of the NSC «Hon. Prof. M. S. Bokarius FSI» is aimed at timely fulfillment of the targeted tasks approved by the Ministry of Education and Science of Ukraine (implementation of state programs on the development of methodological foundations of forensic science, criminalistics, and law; conducting scientific research in the specified areas; development of scientific and methodological basis for the implementation of new types of forensic science and expert specialties; creation of special equipment and software for solving tasks of forensic science; training of highly qualified scientific personnel in the forensic expert profile, etc.); plans of scientific and research works approved by the Ministry of Justice of Ukraine, and internal plans of SRW, maximum fulfillment of the needs of courts, law enforcement agencies, institutions, organizations, enterprises, and citizens in various types of expert research.
As of today, the NSC «Hon. Prof. M. S. Bokarius FSI» employs highly qualified specialists who have academic degrees and academic titles: Doctors of Sciences, Candidates of Sciences; professors, senior researchers, associate professors, docents.
Postrgraduate Studies
Postrgraduate Studies
In the field of postgraduate studies for advanced training, in accordance with the license of the Ministry of Education and Science, the NSC «Hon. Prof. M. S. Bokarius FSI» provides training for individuals with higher education in the specialty 081 “Law” under the educational program “Theoretical, Organizational and Procedural Issues of Forensic Science”.
Additionally, the Kyiv Branch carries out such educational activities at the postgraduate level as:
• advanced training for private and state notaries, consultants of state notarial offices, state notarial archive notaries, assistants to private notaries;• training and advanced training of arbitration managers;• advanced training of civil servants.
In total, in 2024, 3006 students were trained and received the relevant testimonials and certificates at the Kyiv Branch of the NSC FSI.
The NSC FSI plans to continue its active work in the field of postgraduate education, expanding the list of educational programmes and improving the material and technical base.
Scientific work according to the thematic plan of scientific research works of the forensic research institutions of the Ministry of Justice of Ukraine and the plan of scientific research works of the NSC «Hon. Prof. M. S. Bokarius FSI»
In 2025, 11 research topics are planned to be implemented under the internal plan of the National Scientific Center «Ноn. Prof. М.S. Bokarius Forensic Science Institute»», as well as 63 - under the thematic plan of the Ministry of Justice of Ukraine.
In 2024, the National Scientific Center «Ноn. Prof. М.S. Bokarius Forensic Science Institute» continued active research topics under the thematic plan of research works of the research institutions of the Ministry of Justice of Ukraine and the plan of research topics of the NSC FSI itself. In total, 58 research works were performed under the thematic plan of the Ministry of Justice of Ukraine and 21 works under the plan of the NSC FSI.
In 2023, the research work was carried out at the NSC FSI on 60 topics of the thematic plan of research topics of the research institutions of the Ministry of Justice of Ukraine and on 25 topics of the Institute's research plan for 2023. This year, research work was completed on 30 topics of the thematic plan of research work of the research institutions of the Ministry of Justice of Ukraine, which were performed at the appropriate scientific and methodological level and in the planned scope, including 3 research works in which the NSC FSI is a co-executor.
In 2022, the research work was carried out at the NSC FSI on 72 topics of the thematic research plan of the research institutions of the Ministry of Justice of Ukraine and 27 topics of the research plan of the Institute for the current year. This year, research works on 13 topics of the thematic plan of research works of the research institutions of the Ministry of Justice of Ukraine were completed, which were performed at the appropriate scientific and methodological level and in the planned scope, in addition, 4 research works were completed, in which the NSC FSI is a co-executor. All stages of the calendar work plans for the current year on 55 transitional research topics of the thematic research plan of the research institutions of the Ministry of Justice of Ukraine and on 27 research topics of the research plan of the Centre were completed in a timely manner, in the planned scope and at the appropriate scientific and methodological levels.
In 2021, the Centre carried out research work on 67 topics of the thematic research plan of the research institutions of the Ministry of Justice of Ukraine and 35 topics of the research plan of the Institute for the current year. As of the end of 2021, research work was completed on 28 topics of the thematic research plan of the research institutions of the Ministry of Justice of Ukraine, which were completed at a high scientific and methodological level and in the planned scope. All stages of the calendar work plans for the current year on 39 transitional research topics of the thematic research plan of the research institutions of the Ministry of Justice of Ukraine and on 28 research topics of the research plan of the NSC FSI were completed in a timely manner, in the planned scope and at the appropriate scientific and methodological level.
In 2020, the staff of the NSC FSI carried out research work on 67 topics of the thematic research plan of the research institutions of the Ministry of Justice of Ukraine and on 28 topics of the research plan of the Centre for the current year. 2020, research work was completed on 28 topics of the thematic research plan of the research institutions of the Ministry of Justice of Ukraine, which were completed at the appropriate scientific and methodological level and in the planned volume. All stages of the calendar work plans for the current year on 39 transitional research topics of the thematic research plan of the research institutions of the Ministry of Justice of Ukraine and on 26 research topics of the research plan of the NSC FSI were completed in a timely manner, in the planned scope and at the appropriate scientific and methodological level.
In 2019, research work was completed on 27 topics of the thematic research plan of the research institutions of the Ministry of Justice of Ukraine, which were completed at the appropriate scientific and methodological level and in the planned scope. All stages of the calendar work plans for the current year on 26 transitional research topics of the thematic research plan of the research institutions of the Ministry of Justice of Ukraine and on 16 research topics of the research plan of the NSC FSI were completed in a timely manner, in the planned scope and at the appropriate scientific and methodological level.
NSC «Hon. Prof. M. S. Bokarius FSI» specialized editions
The Theory and Practice of Forensic Science and Criminalistics Research Paper Collection, published jointly by NSC «Hon. Prof. M. S. Bokarius FSI» and Yaroslav Mudryi National Law University since 2001, is a specialized scientific edition in the field of legal sciences, focusing on criminalistics and forensic activities. It is indexed by international abstract and citation databases such as Ulrich’s, ERIH PLUS, WorldCat, Directory of Research Journals Indexing (DRJI), Bielefeld Academic Search Engine (BASE), Academic Research Index (ResearchBib), RefSeek, CORE, EuroPub, and Eurasian Scientific Journal Index (ESJI). It is published quarterly in parallel editions in Ukrainian and English. Issues 30, 31, 32, and 33 of the Collection have been released, containing 41 research papers, 8 of which were authored by foreign scholars. An application for indexing the publication by the Web of Science abstract and citation databases has been submitted during the reporting period.
The Archives of Criminology and Forensic Sciences Scientific Journal, founded in 1926 by the Distinguished Professor Mykola Serhiiovych Bokarius, is included in the list of specialized scientific editions of Ukraine where results of PhD and doctoral dissertations can be published. This journal is a revival of the Archives of Criminology and Forensic Medicine Scientific Journal established by Mykola Serhiiovych in 1926. The 7th and 8th issues of the publication have been released, containing 33 research papers.
Accordingly, both scientific specialized editions received media identifiers R-3002416 and R-3002417 in 2023.

Museums of NSC FSI
MuseumsThe NSC FSI continues to promote scientific knowledge and the history of forensic science through the activities of its museums.
Office-Museum of Emeritus Professor Mykola Serhiiovych Bokarius attracts visitors with rare exhibits and allows them to touch the rich cultural heritage. In 2024, the museum held 17 guided tours, attended by 213 people. During the excursions, visitors had the opportunity to listen to thematic lectures about the life and work of the prominent scientist, founder of the Kharkiv Scientific School of Forensic Experts.
Applied Research Museum of the NSC FSI reflects the history of the creation and development of the Centre, as well as presents the main areas of expert activity. The unique exposition of the museum introduces visitors to various aspects of forensic examination - from bertillonage and fingerprinting to modern research methods in the field of gemology, art history and other sciences. In 2024, the museum held 17 excursions for 213 visitors.
The NSC FSI pays considerable attention to the preservation and promotion of the cultural heritage related to the history and development of forensic science in Ukraine.

The following events are scheduled for 2025:- International Scientific and Practical Conference «Topical Issues of Forensic Exemanation and Criminalistics» dedicated to the 150th anniversary of the birth of the famous criminalist, Doctor of Science, Professor Rudolf Archibald Reiss (Kharkiv, 23.05.2025);- International Scientific and Practical Conference «Topical Issues of Forensic Examination and Criminalistics» dedicated to the memory of the distinguished scientist Vladyslav Fedorenko «Fedorenko’s Readings» (Kharkiv, 15.10.2025).

International scientific cooperation
International partnershipInternational cooperation is one of the priority areas of the NSC FSI activity. The Centre also took an active part in international projects aimed at developing forensic examination and documenting war crimes. An important component of international cooperation is the organisation of joint scientific events. In 2024, the NSC FSI organised three international scientific and practical conferences, as well as participated in conferences and seminars held in different countries.The exchange of experience with foreign colleagues is another important area of international cooperation of the NSC FSI. In 2024, the Centre’s specialists paid working visits to Latvia and the Netherlands, and also took part in educational seminars and trainings.International cooperation allows us to keep abreast of the latest scientific achievements, implement best practices and maintain a high level of forensic examination.
Scientific library
The Scientific Library of the NSC FSI is an important part of the Centres’ infrastructure. It provides researchers, forensic experts and students of educational programmes with up-to-date information in the field of forensic examination, criminalistics and law. The library has a rich collection of more than 30,000 copies of literature, including unique and rare editions.
In 2024, the library collection was moved to the Kyiv Branch of the NSC FSI to ensure the educational process and preservation of valuable publications. Work is underway to digitise the book collection to create an electronic library, which will make information more accessible to users.
The library actively cooperates with other scientific libraries of Ukraine, exchanging publications and experience. It also organizes excursions and thematic exhibitions, promoting scientific knowledge and professional development.
War crimes of Russian aggressors
National Scientific Center «Hon. Prof. M. S. Bokarius Forensic Science Institute» participates in fixing consequences of criminal activities of the occupiers in the city of Izium, Kharkiv oblast. Forensic experts of the Center carry out selection of DNA samples for examinations, identification of corps in mass burials with the aim of creating an evidence base to confirm the war crimes of Russian executioners. Prompt and high-quality performance of sample selection became possible thanks to the use of the latest equipment, namely: French TRACIP mobile laboratory transferred to Ukraine by France.
MUSEUMS OF NATIONAL SCIENTIFIC CENTER "HON. PROF. M. S. BOKARIUS FORENSIC SCIENCE INSTITUTE "
The memory of the past significantly influences our future, therefore the leadership of the Institute actively supports and stimulates the development of the museums.
The museum is one of the sources of history, where it is possible to meet with the past, see the present and look to the future. It preserves and reproduces human memory, is a kind of chronicle of time. The museum gives in visitors the impression of infinity, continuity of history gets covered by the most prominent figures of previous eras. The latter is possible only with the help of the informational aspect of the museum exhibits since each of them is a unique source of information and imprint of its era.
