On June 7, 2024, the IV All-Ukrainian Forum of Forensic Experts was held in a hybrid format (online via the ZOOM platform and offline in Lviv). The event was organized by the Dnipropetrovsk Research Institute of Forensic Examinations, initiated by the Ministry of Justice of Ukraine.
Despite the ongoing military aggression by Russia against Ukraine, this fourth forum aimed to tackle urgent issues in forensic examination. This year's theme focused on preserving the scientific and human resources vital to forensic practice under martial law conditions.
The forum began with a welcome speech from Serhii Rozumnyi, Director of the Dnipropetrovsk Research Institute of Forensic Examinations. Other notable speakers included Andrii Haichenko, Deputy Minister of Justice of Ukraine for Executive Service; Nataliia Tkachenko, Director of the Department of Forensic Science Services Providing for Justice Authorities at the Ministry of Justice of Ukraine; Mariia Zelinska, Director of the Lviv Research Institute of Forensic Examinations; Oleksandr Ruvin, Director of the Kyiv Scientific Research Institute of Forensic Expertise; Dmytro Kishko, Director of the Odessa Research Institute of Forensic Examinations; Mykhailo Mozhaiev, Director of the Research Center for Forensic Examination in Information Technology and Intellectual Property; Andrii Svintsitskyi, Director of the Research Center for Independent Forensic Examinations; Yurii Chechil, Director of the Ukrainian Research Institute of Special Equipment and Forensic Examinations of the SSU; along with representatives from law enforcement agencies, the judiciary, higher education institutions, legal practitioners, and international partners from Poland and Lithuania.
Serhii Tiulieniev, Director of the National Scientific Center «Hon. Prof. M. S. Bokarius Forensic Science Institute» also attended the forum’s opening.
Over 100 participants joined the scientific and practical conference online.
In the forum’s session, partners from ChemLabReaktiv LLC, ALT Ukraine Ltd, and the CYBERLAB computer forensics laboratory presented their organizational activities and showcased the latest equipment, including quality control devices for materials, structures, and bomb shelters. Representatives from the forensic community, law enforcement, judicial systems, executive and legislative branches, academia, and practicing lawyers took part in a professional discussion.
During the third session, Kovkina Yevheniia, Laboratory Head of Art, Linguistic, and Psychological Examinations at the NSC FSI, delivered a report on the challenges of linguistic examination as evidence in corruption cases.
The panel discussion addressed key issues related to training personnel and preserving the scientific potential of forensic practice during wartime. Participants also discussed the broader challenges and development of forensic examination in Ukraine, along with other pressing matters.
The forum was conducted at a high scientific level, allowing participants to exchange experiences and propose solutions to the challenges facing forensic expertise.
